Detecting Physical Meter Tampering and Unauthorized Parameter Modifications

Class 65 (Parameter Monitor) tracks changes to critical metrological and security registers.

    Monitored Attributes

    • Attribute 2 (changed_parameters): Array of OBIS codes modified since last security audit.
    • Attribute 3 (last_change_time): Timestamp of the latest parameter write.
    • Attribute 4 (change_counter): Monotonically increasing 32-bit counter incremented on every valid SET or ACTION request.

If the change_counter increments without a corresponding job logged in the utility Head-End System audit trail, an immediate on-site investigation is dispatched!

In conjunction with terminal cover removal switches (0.0.96.11.0.255 Event Log), Class 65 parameter monitoring provides ironclad tamper detection across substation distribution points.

Parameter changes are also duplicated to write-once non-volatile metrological EEPROM to comply with MID (Measuring Instruments Directive) legal metrology requirements.
